Sending XML format request using Async Rest API to send data from ServiceNow

I am working on an integration in which i need to send request from ServiceNow in XML format which will sent dynamic data. 

I am using Outbound Rest Message -> POST.

I am facing two issues:

1. How to create an scheduler for sending XML from ServiceNow.

2. Their is a requirement to send multiple orders(It can be any number) and 1 rest call for each orders. 

3. I believe there is some encoding is required for posting this XML to third party API. 

Can someone help me?
