Sequential Change Request Approval Process

Hello all,

 

    I am attempting to create a sequential change request approval process.  I am trying to follow along on this post: https://www.servicenow.com/community/itsm-forum/change-approval-policy-sequential/td-p/2361782 but I am missing something.  Can someone assist with explaining it in a different way?
