Does Service now- Certificate Management is a built-in feature or we need to add this as a paid feature ?

What exactly is your question?

If there are similair dependencies for Contract Management as they are there for Certificate Management?

If so, I believe it is part of ITAM, but I'm not completely sure about licensing dependencies here.
