Service operation workspace - hide or remove from the list menu

I would like to remove the option to create change request and create a problem  service operation.  from everyone from now but i want to be able to remove per group or role.  i try removing from the ux page property name chrome_tab but that make the list option  disappear. current ux page property value. i was able to block the submission. but i want to hide the view in the list to certain group or roles.
