How to hide/disable 'Propose a new template' option under more options button while creating change request in Service Operation workspace?

Step#1: Navigate to All > System Definition > UI Actions. Search this UI action and false (uncheck) the Workspace Form Button if it is true or checked.

I doubt that it can be removed, the reason being that it's neither a form nor an overview page—it's an kind of interceptor. If you want to hide it, you’ll need to check in the UI builder, get the page (e.g., show/create-change-request-page), and see how the button has been added. This is not a UI action; these are called declarative UX actions.
