Service Portal does not show 'Activity stream' to an user with no roles

I have a catalog item which in turn generates RITM record. This record requires approval from a business user who has no roles. So, when I impersonate the user, user gets the below view. It does not show the activity logs or attachment provided in the RITM. User with Admin role and another specific role is able to see the activity stream and attachment.

Hi,

That user should have write access to that table i.e. RITM then only attachment will be shown
