Service Portal: Help Text is shown immediately below the variable name

Hi, 

In London they changed it so the help text is shown on top of the field, together with the "Instructions" field. And I don't think it looks very good too be honest. If you have instruction, and help text all mixed up together, it looks messy.

I would like to know if there is a way to change the help text, so it will be visible below the field again?
