Users are using Portal but not sure about dev or Prod, So I want only few test users to be able to open service portal rest will not. How and which is ideal way to achieve it.

You can apply user criteria for the portal page to limit it to required users.

We usually disable users in Dev and Test. And only allow admins/ test users. Is that an option in your case?
Also I would suggest creating a go link or a short link for users for your org and publish that URL to your end users, so that they dont get confused with servicenow URLs

We have the short link but won't work on Internet. Only within network it will work.

I tried that but how to apply on /sp portal page, I can restrict particular page but want to restrict /sp portal home page.
End user unknowingly is going to dev portal to submit ticket, so I want them not to go there and only some Test users should be able to go to dev or UA Portal. So how to restrict all users.

Hi @Ashish Kathait,
You can apply a role to the index pages to prevent that from happening. Just make sure to tell your SN rep so they don't count the new roles as licenses:
