ServiceNow Account locked out even userAccountControl 66048

I am facing some issues right now that there's an update in user accounts and the updates turns out locking the users account but upon checking the userAccountControl passed is 66048.

 

I have no changes in configuration in ServiceNow side and we are only receiving data from AD.

 

As I tried to activate it manually then force execute the normal schedule load the accounts I activated got locked out.

what would be the possible error of this?
