Servicenow Form Layout issue while moving between instances

Team , 

We are working on SNOW VR module and as part of our project, we created new forms and views. The views got modified over the course of project and new sections were added or removed. We are facing issue while moving the changes between dev / uat / training instances. The Sections are getting replicated. Removing the extra sections and capturing them in an update set works as a temporary fix. Each time we move the code we have to re-do this excercise.

Please suggest a solution.

Ideally this should not happen.

But we have seen such cases where view and sections are broken when update set is migration.

I don't think any permanent fix is present for this.
