ServiceNow Impact Application Guided Setup

Would any know when following the guided setup on our dev, test, and production ServiceNow Instances if we need to run the Sync & Migration step on the Dev and Test instances? Not finding documentation that says you need to do this step on each instance nor just on the production instance.

Any Guided Set up is for setting up configuration for an application in a instance. Its not for Migration from an instance to another like Dev to Test.
