Set Default for Field in Legacy AWS

I am trying to set the default selection on the workspace view of the incident form. 

I have made sure I am in the correct scope and I can re-arrange the layout and add more fields but I can not change the properties of fields that are already on the form. 

I also can not create a dictionary entry to be able to set the default field. 
 

Can anyone please help me set the default of the "Notify By' field to email. 
It is a string type field.

This "Notify By" field in global scope or ITSM Workspace scope.
