set field readonly using dictionary attribute

I'm trying to make a field read-only using the dictionary attribute in ServiceNow
I set the attribute read_only=true for the field in the dictionary entry
still not working
I even tried deactivating existing UI Policies, but still the field is editable on the form.

Why not just check the checkbox named Readonly which will make field non-editable.
