Show UI action on the top banner in portal

I have an UI action whose 'Form button' property has been set to TRUE and it shows at the top banner of the form in native view, however when I open the form in service portal in FORM widget, the same button is shown at the bottom. 

Wondering, how to get the button to the top of the form in portal, instead of bottom?

Lil confusing, please share the screen shot of button visibility on form or portal. As far my understanding say, UI Action is used to show button on Form (native view not on
