single user is not able to export the larger data in csv format

One single user is able to extract the report in csv format if the report has a smaller number of records. She is not able to extract if the report in csv format if the data has more than 10000 records or so.
while trying to extract she gets a pop up that the report will be mailed to her mail address, but she never received a mail.

Yes, it is because there is a limit set on the export OOTB, it's 10000 records in one go.
making changes in limits is not recommended

The limit is set to 2000000 in our system and also only one user is affected with it. others were able to export in one go.

that's because of the export limit in system property.
It should be same behavior for all users and not for all.
Did you check for other users?
