Soap message Setup

Hello,

I am new to soap message setup. I have two questions.

1. Do I need to have integration hub to use Outbound soap message?

2. I want to pull the data from Workday by calling its SOAP API in ServiceNow. Does anyone know the steps on how to create this? what would i need from workday team? what access level should i have in workday(what type of authentication it is required). I want to get Business Unit Hierarchies and LE (Legal Entity) Hierarchies data.
