Sorry, you can't login with this ServiceNow ID while trying to install Event Management Plugin

Hi ,

 

Pretty new at ServiceNow but I have created a San Diego instance and I am trying to install the Event Management plugin on it and I am getting the error 'Sorry, you can't login with this ServiceNow ID'

I have seen another thread re this and to me it points that I have to be a registered partner to use this functionality.  Is this right?  or is there a way to still load plugins on a dev instance.

You can activate event management plugin on developer instance using https://developer.servicenow.com/
