"Request Translation" UI action for Knowledge doesn't work

Hello All,
I am working on knowledge translation on Yokohama version.
I have setup the entire Localization Framework as per https://www.servicenow.com/docs/bundle/yokohama-servicenow-platform/page/product/knowledge-managemen... in ServiceNow Documentation. Every setting is OOB.
When I click on "Request Translation" UI action, I receive "1 Request was skipped." info message.
Following is the Localization Framework setting.
If anyone has faced a similar issue and know the resolution, please share.
