Standard Change Proposal, reference qualifier being honored on Change request value field in SOW

According to this https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0714582 

standard change proposals do not honor reference qualifier on change request fields. This is true in classic UI. In SOW the reference qualifier is honored (tested on PDI, Yokohama). Does  anyone why this is and if and how can this be changed?
