State displaying no options under Review State in Normal Change

I am working on Normal Change and the State field shows no options under the Review stage. Kindly help.

Trouble shoot it with field watcher and find out actually which script is making the choices disabled.

If you didn't find any client script or any other script that causing this issue, you can also verify to see if any predefined templates applied for Normal Change Model.
