Step configuration - there is no option to chose UI in step environment

I don't have the option to chose UI in test step environment in step configuration also when I open an existing step I don't have the option to copy it

As you're in the service catalog (from the second picture) you should be using the 'Set Variable Values' action, that has a category of 'Service Catalog'
