Most importantly check u have enabled security admin for your current session. It wil be only visible once you have elevated your rights by enabling security admin.
IF you have enabled it already then it comes like this, try to move the Require role field by form layout and check whether it is working or not.

I am not able to insert new role. Should we this in the Global scope, actually my ACLs are in to application scope.
Is there any other way to give roles to ACLs ?

Hi Randeep,
Elevate Privileges are required for editing/creating any ACL.
Click on elevate roles and check security_admin role, it will come.
Thanks
