I saw a few posts on Twitter that store apps can now be made available to a PDI. Is there any documentation on how a vendor can do this? I have a store app that is not working properly in our instances and have been troubleshooting the issue with the vendor for months. I would like to install the app in my PDI to compare functionality. Thanks.

Apps can't be installed on PDI. It can if vendor allows and share the app separately but somehow currently there are no updates in regards to the same. Moreover, the store apps are not supported by ServiceNow.
Try raising a case through HI portal but I really don't feel they would be able to help. You need to try get help from your vendor itself.

This seems to be specific to partner's apps. What can I do if I want SN's products installed?
Example here would be Virtual Agent Topic Recommendations, which seems to not be listed unless via the store.

I think that is available under (via the Navigation menu) System Definitions -> Plugins..
