I guess my confusion is that notifications are not behaving the way I expect them.
I expect my users to be able to 'unsubscribe' from a particular email notification and stop getting them...however, they still continue to get that email notification IF it is addressed to them.
Here is what I understand:
1) Subscribable emails are NOT meant to be addressed to any particular person (is that why the 'user field' disappears in email notification form when the Subscribable box is checked?)
2) If an email notification is addressed to YOU, there is no way of stopping that email...it will get to you even if you have unsubscribed from that email notification.
3) If you subscribe to an email notification, you will get a copy of that email (no matter who the email was addressed to).
If an email notification is NOT Subscribable and NOT Mandatory how can you exclude yourself from getting that email notification EVEN if the email is addressed to you?
Thanks,
Afshin

Have you looked at the notification preferences? As far as I am aware if the massage is sent and the user has turned it off there they do not get it.

Yep. I've read the Wiki, the Email Notification Guide, etc. Just about everything out there. But on some points it is unclear or 'misleading'. Misleading because the screen shots have examples where a person is able to unsubscribe from a notification called 'Changes Assigned To Me', but I have observed through experimentation that you cannot unsubscribe from notifications that are assigned to you. So I am very confused at this point.

Subscribeable notifications are only for things that you want to subscribe to. Like subscribing to a CI or a location using the link that is on those forms.
I would agree that the documentation is very not clear on who/what/when/how on this.
If you are looking for a way to add a notification that users do not get by default then you have to add the notification to everyone's notifications preferences in an off state.

For a really good description of how Subscribable Notifications work in the current product see Jonny Seymour's community blog post Subscribable, mandatory and force delivery options on Notifications
