Switch to Next Experience

Could anyone help me to achieve the following functionality

A popup message should be displayed based on the user's UI version when they log in and open the desktop view.

• If the user is on the old UI, the popup should say: "Please click here to navigate to the next experience."
• If the user is on the new UI, the popup should say: "Please click here to navigate to the old UI."

This popup should only appear upon login and should not be applied to the portal, but only at the backend during the login process.

Why? What is the business requirement? 

You have a preference for your users getting either on the Next Experience or on the Core UI. Why tell the ones that are on your preferred UI to switch to the other one? Only showing this on login will be confusing for users. They log in and get the message they need to change the UI and then navigate back to what they want to use?
