System is creating RITM records where all fields are empty.

We have been using the Task Template to create stand-alone Tasks & assign them to teams for auditing purposes. There are no REQ or RTIM records associated with these Tasks. Once the Task Template is created we then schedule the Task to auto-generate on the first of the month.
This has been working fine for years.
Around the end of December 2023, the System started creating an empty RITM record. Because there is no data in the record it took us some time to trace it back the our Tasks Templates. We noticed, that all the RTIMs were generated by the System on the same date & time as the Task Templates were scheduled. The counts match up as well. This also happens if we simply open a stand-alone Task.
We are currently on Utah-12-21-2022__patch9-hotfix1-11-21-2023_12-11-2023_1645. I am not able to find anything in the release notes that would account for this new occurrence.
Does anyone know how to disable the Auto system RTIM creation when opening stand-alone Tasks?
