This usually happens when there's still content or widgets tied to that tab. ServiceNow won't let you delete a tab if it thinks there's data that could get orphaned.
First thing to try - make sure the tab is completely empty. Go into the dashboard editor, click on that tab, and remove any widgets or content that might still be there. Sometimes there are invisible widgets or spacers that aren't obvious.
If that doesn't work, check if the tab has any specific permissions or if it's set as a default tab for certain users. You might need to reassign the default tab to a different one first.
Another approach that's worked for me - instead of deleting it directly, try renaming it to something temporary first, save that change, then go back and delete it. Sometimes this breaks whatever reference is causing the save to fail.
If you're still stuck, you can also try duplicating the entire dashboard without that problematic tab, then replace the original. Bit of a workaround but it gets the job done.
What type of dashboard is this? Homepage dashboard or a custom one? That might give us more clues about what's holding it up.

There is a one thing i have noticed that i gave the certain role to a person after then these tab created in DEV and TEST environment both. on the same day but different time. even that person is not aware about it.
Is this any kind of bug the dashboard having..
