Temporarily Deactivate any new Azure AD SSO users in ServiceNow (while we re-implement)

Hi, I'm working with an organisation who went down the ServiceNow Multi SSO Azure AD path, but then lay dormant, I am now provisioning things for them again but don't want to undo the good work here. I just want to be able to deactivate any new entries into the sys_user table from Azure AD (which given the connector setup can happen at any time of the day) and while I can think of many ways to do this (scheduled job, scheduled flow, scripts, business rules etc.) I want to see what is the best way to handle it?
