Text Banner on Incident Form

Hi all. This feels like it should be easier than I'm finding it so apologies in advance.

What's the best way to make a text banner on a form. For example, I'd like a reminder banner to tell engineers to record their time on an incident. Ideally, it would be in a colour and in bold text or a box to stand out.

you can Create announcement for that. Create announcement under portal for portal and for UI16 create now experience.
