It looks odd, it seems like there might be a CSS issue. Have you tried clearing the cache or testing with a different pie chart to check if the issue is specific to this one? Also, is it working fine in the report, or is the issue only on the dashboard?
** I taught reports in my class 2 days back and did not find any issue with any of the charts.
