The "List bottom button" UI action is not visible

Hi All,

I have a "List bottom button" UI action and it will display when a popup window with a table.

The issue is the UI action is displaying when the record is there in the list

But its not displaying when there is no record in the list

I want to display in both scenarios whether the event record is there or not in the list it should show the UI action

Note: The below-highlighted button is not displaying if no record in the list
