Time Card scheduled report requires only one email

Description -
The scheduled time card report should only send one email regardless of the number of direct reports.

* Acceptance criteria -
I know that this is complete when the scheduled report which sends the time card report < 40 hours to all line managers on a Monday is only sent once regardless of the number of direct reports
