Time Card - set resource plan by default for non-billable work

I have 2 operational assignments - one for Admin and one for KTLO.  How do we map support work (non-billable work such as incidents, catalog tasks, etc.) to the appropriate operational plan?

If I add Admin to my time sheet, it appears to default the resource plan to the one associated with the operational assignment for Admin. But if I add an incident or catalog task to my time sheet, the resource plan is not populated by default. The resource plan for both admin and ktlo are listed in the drop down for resource plan. Is there a way to set the resource plan for non-billable work to the one associated with the ktlo operational assignment?

I opened a case with Now Support on this.  Following is their response:

This functionality is not possible at this moment as per the Out of box configuration. But this is the business rule that is responsible for the population of resource plan : Populate Resource Plan. In order to implement your requirement you would need to further customize this BR.
