Timer workflow activity - catalog item

I have a requirement to have a workflow that will send an email notification 2 working days prior to the due date of an exam booked using a catalog item however my Timer workflow doesn't always seem to be pausing.
I have set up the catalog item to update the exam start date to the 'due_date' field within the RITM which works fine. I then want the timer to pause at this part of the workflow (before sending a notification) until 2 working days before the exam to then send the email...
However, If I request this today (Monday) and book the exam for this Friday, technically the email should go out Wednesday? But the email gets sent straight away. However if I request this today (Monday) and book the exam for some time next week the timer pauses (I haven't reached the end of this timer yet to say it 100% works but looks as though it is).
Could someone explain the logic as to why its sending it immediately (if there is a reason for this) if its booked this week (i understand if its passed 2 working days it would send but it shouldnt if it is longer than 2 working days?) or perhaps if there is a solution to fix this any advice would be appreciated!
