Verifying Vendor-Contract Relationship

Open the Contract Records and verify that the Vendor field accurately references the "ABC" vendor record. If not, the rollup won't work.
Check for Active Contracts - Ensure that the contracts used in the calculation are "active" (not expired, canceled, or in draft).

Check Field Type: What is the "Type" of this field?
Currency Consistency: Ensure that the "Contract Value" and "Cost of Contracts" fields use the same currency. If not, incorporate currency conversion into your calculation.

Do the above troubleshooting first.

Just a guess here:   Are Contract Cost and Contract Value separate fields?

No there is only Contract value which I renamed as before it was total cost
