Trying to add an annotation that has a clickable link to a field within a section

Trying to add a clickable link within the UI form ONLY.  They want to be able to access this form and below the Information Security Classification field they want a line of text that is clickable and will send them to a knowledge article and eventually an external link.  I tried using this post to help but I dont have the html option.  Is this even doable?

I can see the option on my instance.

Tried it on incident table and i am getting option to add HTML

If I have the annotation not within a tab it is fine, as soon as it goes within a tab I cannot do it.  I made an annotation that was working outside of the tabs (right after context search) then I dragged it down to the spot I need it within designer and it stopped working
