UI action on related list is not visible when there are no records (new engagement is created)

Hi All,
We have related list named as 'Controls' on the Engagement form, This related list is set to be visible only when Engagement state is in scope or validate. When I created a new engagement which is in scope state, I still cant see the add button on Control related list. What is this behavior. The condition I used on UI action is below.
(RP.isRelatedList() && (current.sn_audit_engagement.state == -5 || current.sn_audit_engagement.state == 1))
The button works properly as per condition when there is at least a single record. How to resolve this.

Share the ui action screenshot. Also hopping you are creating engagement with value -5 and 1.

Click on the Configure List and make sure the Omit if Empty is False
