I am struggling to Link the Incident to the new page? How to do it? If you see Below I created a link text but it is not linking.

So @SandeepKSingh . I guess you have link to text as per your image . when you do that we can create a record page template and on the top right you will get "show URL" copy it .. come to your home page where the link text is configured.. and on the Link option on the right.. add the link which you  copied.

if you wanted to make it dynamic sys_id (then use return yourURL+api.item.value.sys_id) in the data pill
