UI16 tagging feature "Enter the name of the person you want to mention"

I have been unable to find any documentation on this feature on the wiki or anywhere else online.  

When 'tagging' a user they are not notified through Connect nor notification. I want to know what the expected behavior of this? If i tag someone what should happen and how/where is it configured. We are using Helsinki.

The behavior differs whether you follow the record or not.

Its also depended on your notification settings.

Is there a similar tagging feature for 'Ask Community' in Service Portal, say for asking question and targeting a specific user?

etobia - use @ followed by the user name, eg @etobia
