- Go to: https://developer.servicenow.com/dev.do
- Click your profile in top-right corner,
- Change User Role,
- Select Admin,
- Confirm,
- Retry your PDI again.

Please read and follow the steps and go to change role and see there are 2 checkboxes - select Admin check box and save. Relaunch PDI again and check again.
