Unable to get Decision Table Inputs and conditions to add to update set

I am hoping someone can help me resolve this issue.  I am having a hard time to get my Decision Table INPUTS & CONDITIONS to save to my update set to get pushed to from DEV to TEST.

The Decision Table name is there, but the inputs and condition sections are blank.

I created a second update set, went to my decision table, made some edits, saved again and pushed to test and decision table is still blank.

Any ideas how I can get these  in an update set to move to other instance?

there are some issues with decision table being migrated with correct inputs etc

Try creating a fresh one and migrate.
