Unable to instal any plugins as its saying "Application Installation is unavailable because another operation is running"

In my personal instance If I try to install any plugin it's giving me the below error even though the mentioned plugin seems to be activated.

Please help.

I am trying to Install Project Portfolio Suite with Financials (com.snc.financial_planning_pmo)

I see the plugin is already activated on your instance.

I guess..the 'I18N Spanish' plugin took few hours to get installed after which instance allowed me activate other plugins.
