Unable to Open Flow Designer After Upgrade to Utah

We upgraded to Utah recently, and now when we try to open FLOW DESIGNER from the ALL menu, it drops this errror both in DEV and TEST-

The entity name must immediately follow the '&' in the entity reference.

Nothing else. Not getting a lot of hits when searching for this that are relevant. Ideas?

@jlaps Navigate to System Definition >> Plugin module and search for Flow Designer - Designer plugin.

Click open the record and you will be navigated to the detail page.

Repair the plugin using the Activate/Repair link and see if it fixes the issue.

Thanks for the tip, but that did not fix it- still not able to open flow designer.
