Hello,
We refreshed the test instance yesterday. The Mid Sever status is shows down and we would like to manually start the MID Server. However, the “Restart MID” option is missing from the related links. Could someone please advise how to make the “Restart MID” link appear? Thank you

Fix: stop impersonation, confirm the MID user is local, set the password as admin, update config.xml, and restart the MID.

I am logged in as Admin; however, I could you please clarifiy on what you mean by confirming that the MID user is local, setting the password as Admin, and updating the config.xml.
Thank you

Sure thing — here’s the break down.
1) Confirm the MID user is local
Open the MID user record (mwdsccm)
Make sure it’s not LDAP/SSO:
Source = ServiceNow
No LDAP Server / external auth set
If it’s LDAP-based, you can’t set the password in ServiceNow.
2) Set the password in ServiceNow
Log in directly as admin (not impersonating)
Open the user record
Click Set Password → Generate (or enter one) → Save
3) Update the MID Server
On the MID host, open config.xml
Update:
mid.instance.username = mwdsccm mid.instance.password = <same password>
Save and restart the MID service
Once the credentials match, the MID status should go from Down to Up.

what do you mean by test instance was refreshed?
The Restart link is shown when these conditions meet, since your status is Down it won't show
See if the mid server user has correct credentials, role etc
Recommendation: Login to mid server and manually re-start the service since the link is not available for you
