Unable to upgrade plugins - Developer Instance

I have a Developer instance that I upgraded from Utah to Vancourver. In this instance I was trying to upgrade the plugins to the latest version. Two notable ones are the Admin Experiance Framework and the Mobile Agent applications. They all give me an error that the installation failed:

I also experienced a similar error while attempting to update Strategic Planning after upgrading from Utah to Vancouver. Have you found anything that has led you to a solution?
I haven't been able to find a solution to this issue yet.

Interestingly enough. Out of curiosity, in Vancouver there is a new Application Manager. There is a link at the top right of this new view to "switch to Classic App Manager". I was able to update the plugin by going through the previous view of application manager. Not sure what the issue would be from the new version. But maybe give that a try if you are still having issues.
I have updated many plugins through the new manager, but this was the only one that came across this error.
