universal request issue

Hi I have implemented the universal request.it's working excepted.

When a ur is created and agent creates a request for catalog item which has ur certified true .that ritm is attaching as primary ticket .it looks good.

but when user directly submits the catalog item with ur checked true .it automatically a ur is geeting created and ritm is attaching to it .how can I restrict this behaiour .is there a way do this or not.

Hi @kummara _siva ,

This is a expected Behavior which comes OOTB. I would recommend not to change anything here as if you got to change you need to work on OOTB Business Rule for Creating the UR on sc_req_item, which is not recommended.
