Universal Request not created from Create Request UI action

All services in our catalog are currently enabled to generate Universal Requests and are working as intended.

 

However, when using the "Create Request" UI action from  Agent Workspace, the resulting Service Request does not generate a UR.  We would love it if this was supported and I am hoping someone in the community might have found a workaround to make this work?
