Hi,
I am aware that updating closed incident is not a best ITIL practice.
But If I want to allow the end users/engineers to update their closed incidents what are all the configurations (ACL, business rules etc..) that I need to deactivate/modify and what will be the impact due to those changes?

I won't recommend this. Resolved incidents are auto-closed by OOB logic if the resolved incidents are not updated in defined time frame(OOB 7 days).
Please inform your business about this.
You might have to tweak a lot of things and this might impact during upgrade.

But are there any specific reasons that are provided by ServiceNow as part of ITIL on why the closed incident can't be updated/reopened?
