Update set table not showing in flow designer created in HR:Core application scope

Hi Everyone,

i'm unable to find the table sys_update_set table while trying to create a record through flowdesigner, my flow designer is in HR: Core application scope.

is it possible somehow to create a record in update set table through this flowDesigner?
