User an switch between its Access between Admin and just itil user access

There is been an requirement from client end to avoid data breach  cases Admin should have restricted access to certain  assignment groups , So is there any way we can achieve where user can basically elevate themselves to admin role for performing development activities , other wise use normal itil  roles .

Time-limited roles might be beneficial depending on specifics but an admin that will muck about in prod will probably still muck about in prod even if they are under a time-limit. I recall making admin into an elevated role can cause a lot of issues.

If you provide more details on the avoiding data breaches and restricting access to groups might be you will get better suggestions.
